What changed on 1 July 2026?

FSD Circular 4/2026 says the enhanced system launched on 18 May 2026. From 1 July 2026, all paper versions of FS251 became obsolete for preparing and submitting new certificates. Contractors must use the designated online system. Certificates sent by fax or other non-designated electronic means are no longer accepted.

Receiving a PDF does not establish that official submission is complete. The FSD system FAQ explains that unsigned or unsuccessfully submitted documents have no certificate number or QR code and carry a watermark. Check the final version and its verification details when receiving a newly issued certificate.

Five useful information groups for your first online enquiry

This is a service enquiry checklist, rather than instructions for filling in the FSD contractor system. Write ‘to be confirmed’ for missing details. An initial enquiry does not require certificate uploads, identity documents or payment details.

01 / Who to contact
A contact name, email and phone number, so we can clarify the request and access arrangements.
02 / Where to attend
The address, floor, unit and premises use. Distinguish equipment inside the unit from shared building systems.
03 / What is involved
Known equipment types and quantities, or approximate floor area. Mark equipment names as ‘to be confirmed’ when unsure.
04 / When it matters
The last inspection date, relevant deadlines and suitable access times. Tell us if previous records are unavailable.
05 / What needs attention
Known faults, remedial items, shutdowns or management access restrictions. Have photos and previous records ready; we confirm what to provide and how after your enquiry.

From an online enquiry to a result you can check

  1. Send your enquiry

    Provide premises information, contact details and requirements. Keep our enquiry reference: it tracks the service request and is not an FS251 certificate number.

  2. Confirm scope and fees

    We clarify applicable work and site access, then explain the quotation for inspection, testing, repairs or retesting. A HK$0 certificate fee does not make all work free.

  3. Complete applicable site work

    Work proceeds under the agreed arrangements, with results and outstanding issues recorded. An online form cannot replace a site inspection.

  4. Handle certification against the actual results

    The contractor handles FS251 in the designated system according to the completed work and applicable requirements. Check the address, scope, dates and defect entries, then retain the final version.

Three checks when an electronic certificate arrives

  • Confirm that you received the final certificate rather than an unfinished, watermarked draft.
  • Scan the QR code at the bottom left. Compare the contractor, premises address, work scope and dates shown with the certificate.
  • Read the work and defect records. Query discrepancies with the issuing contractor or FSD instead of judging authenticity from appearance alone.

Circular 4/2026 invites reports to FSD where a certificate newly issued on or after 1 July 2026 has no QR code, or its QR information appears suspicious. That does not establish that an older certificate is forged merely because it has no QR code.

FS251 online questions

Can an owner issue FS251 online themselves?

The designated FSD system is for registered FSI contractors to prepare and submit certificates. Owners can organise premises details, arrange the relevant work and check the certificate received. A blank form or enquiry reference does not constitute an issued certificate.

Has my successful online enquiry been sent to FSD?

No. This website receives a service request for Cypress Engineering to follow up. Formal FS251 submission is a separate step completed by the contractor through the designated FSD system.

Can I print an old FS251 sample and submit it?

The annotated Rev. 1/2025 sample is useful for understanding the fields. From 1 July 2026, Circular 4/2026 requires preparation and submission through the designated online system; paper forms are no longer the method for submitting new certificates. A reference sample is not the current submission method.

Can an old certificate alone speed up the process?

Previous records help establish scope and dates, but do not replace inspection, testing or necessary repairs. Include current equipment issues, deadlines and access arrangements so the contractor can assess the next step.
